SUMMARY OF FINDINGS

The San Mateo County Planning and Building Department is assessing community opinion on whether zoning and design review regulations in Emerald Lake Hills should be modified. The purpose of the assessment is to determine whether there is a need to modify the regulations for the unincorporated areas of Emerald Lake Hills and Oak Knoll Manor, and the types of modification, if any, the community desires.

As part of this assessment, the Planning and Building Department distributed an opinion survey to Emerald Lake Hills property owners in March 2008. The deadline for response to the survey was April 18, 2008. The Department has received all returned surveys and has collated the data and completed basic analysis of the responses, and the findings are presented here.

The Planning and Building Department will present these results to the community at a community meeting, to be scheduled in the near future. Following the community meeting, the Planning and Building Department will also present the results of the survey to the San Mateo County Board of Supervisors. The community will be notified of the community meeting once the date has been determined.


INTRODUCTION AND OVERVIEW

The San Mateo County Planning and Building Department is in the process of assessing whether there is neighborhood consensus regarding which, if any, zoning and design review regulations could or should be changed in the Emerald Lake Hills area. The purpose of the assessment is to determine:

The Planning and Building Department hopes to gain a clear picture of the opinions of community residents regarding what components of the zoning and design review regulations are working, which are not working, and what changes, if any, the community might support.

To this end, the Department will be distributing an opinion survey to property owners in the area. The Department has created a draft survey for community residents to review and comment on prior to distribution of the final survey. The draft survey document, along with an introduction to the survey and a list of frequently asked questions, is included below.

This is the most recent draft survey, presented along with an introduction, instructions, and a list of frequently asked questions. It has been updated based on feedback received at and following the November 2007 community meeting. The Planning & Building Department will be accepting comments on this survey up to February 22th, 2008. Please submit your comments to the Department’s e-mail (PlngBldg@co.sanmateo.ca.us), or mail them to the Long Range Planning Department at 455 County Government Center, Redwood City, CA, 94063. THIS SURVEY IS A DRAFT FOR REVIEW AND COMMENT ONLY. Please do not complete and submit the survey document itself. A final version of the survey for completion by community residents will be distributed in March 2008.

NEXT STEPS

As a follow up to the November 14, 2007 meeting, the Department will mail the final version of the community opinion survey shown in the previous section to all Emerald Lake Hills property owners in March 2008, after comments on the draft survey have been received. The Department will also hold follow-up meetings to discuss the results of the survey and next steps.

Depending on the outcome of the assessment, the Planning and Building Department may consider amendments to the regulations, in consultation with the community. Any proposed changes to the current regulations will need to be reviewed and approved by the Planning Commission and Board of Supervisors before taking effect.
